Who and how created the Grand Duchy of Lithuania?

The first time name – Lithuania was mentioned back in 1009 in the Quedlinburg Chronicles, and it was written that it was one of the victim areas from Rus attacks. So it had to do with expansion of slavonic nations. There was no Lithuania state at the time, only some pagon baltic tribes. But so called Lithuanians were attacked and as a small not really capable group they had not resisted, until they got stronger in 12th century then the situation began to change, and the Lithuanians started to organize military raids to Slavic provinces. Raiding the Principality of Polotsk which later was a part of GDL. It‘s important to mention these groups were all divided and were not operating as one strong unit – duchy or a kingdom. And two most important baltic tribes Lithuanians and Samogitians who made the most important role in the creation of the GDL shared a similar culture were pagons, spoke similar language - not slavonic how many people believe. But slavonic people do make a role in here as well. So where do Belarusians come into place? If we go back to the current timeline, the current polictical situation - war between Ukraine and Russia brings a lot of interesting statements from the opposition (Belarus which is Russia‘s minion). Their historians, Belarus say that the Grand Duchy of Lithuania was created in slavonic territories more to the east and Lithuanians don‘t accept it because there is no real evidence presented and Lithuanians say it was created around where baltic tribes - Lithuanians, Samogitians resided which is most likely true.
