Ofcom is the regulator for the UK communications industry, with responsibilities across television, radio, telecommunications and wireless communications services. Ofcom exists to further the interests of citizen-consumers as the communications industries enter the digital age.
The implications of political executives losing control over the implementation of their policy following managerial reforms put in place under the auspices of the new public management are addressed. Such loss, in turn, makes them hunger for more control over the bureaucracy. The striking outcome of this process is that the senior servants who are removed from policy making and thus supposed to be less political find their positions becoming more insecure due to the political executives' desire for more control.
First, the work carries out an international benchmarking of service-charter initiatives in different public administration styles. Benchmarking is a powerful tool for placing any issue in its context. Then, the article explores the role and performance of service charters in UK, which, like the Scandinavian countries after World War II, has directed its modernization toward a model that is more concerned with citizens' needs.
