Pasiruošimas žemės konsolidacijai Lietuvoje

Present land reform in Lithuania has started in 1991 and is based on the restitution of land ownership rights. The main purpose of this land reform was to completely rearrange land management system so newly built land management system would facilitate social and economical development of the country.
As a result of the land reform is the fragmentation of land parcels. The dominance of small and fragmented land parcels, as well as undeveloped infrastructure in rural areas leads to the need in defining the new policy for land management. In Europe countries such problems is solved by land consolidation projects. These projects helps to enlarge land parcels, to form rational land holdings of farms and to improve structure, to establish necessary infrastructure and to implement other goals of and tasks of the agricultural and rural development. In order to create well functioning and competitive farming structures land consolidation is very important for Lithuania.
The lack of information about land consolidation in Lithuania encouraged me to see into and analyze the need of consolidation and implementation of it, reviewing experiences of other countries. Analysis has shown that Lithuania is ready to carry on land consolidation, but society is not informed enough about the benefits of consolidation. Because of the lack of experience implementing such projects, it is increasing need to continue collaborating with countries, which have been implementing successfully the land consolidation projects for many years.
Dabartinė žemės reforma Lietuvoje prasidėjo 1991 ir yra grindžiama žemės nuosavybės teisių atkūrimu. Pagrindinis šios žemės reformos tikslas buvo visiškai pertvarkyti žemės tvarkymo sistemą, kad naujai sukurta žemės tvarkymo sistema palengvintų socialinę ir ekonominę šalies plėtrą.
Vienas iš žemės reformos padarinių – žemės sklypų fragmentacija (suskilimas). Smulkių ir fragmentuotų ūkių dominavimas, taip pat neišvystyta kaimo vietovių infrastruktūra reikalauja naujos žemės tvarkymo politikos nustatymo. Europos šalyse tokia problema jau seniai...
