INTRODUCTION
The rights of women are referred to be a specified group of basic human rights. The necessity in developing such human rights group in legal level was impacted by historical and contemporary discriminatory practices and scaring numbers of injured or dead women and girl-child, given by number of surveys made all over the world. Significally, violence against women is closely connected to economic, social, political and cultural policies in a state. However, in most countries traditional attitudes have been tolerated as normal considerable levels of violence against women. That’s why the issue of violence against women was percepted from a private matter to one of public concern and arrived to the international level. The human rights framework specifies governments´ obligations under international law to promote and protect women`s human rights by providing mechanisms for holding governments to account if they fail to meet these obligations.
