I’ll speak about The Strategy of the National Security of the USA and introduce/present two opposite views: the official and critical view of The Strategy of the National Security of the US. First part of my speech is founded on the addresses of the President J. Bush and official documents, so it is not totally objective, to say, more from the point of view of the Americans and the second founded on the critical article of a researcher, we can say, it is much more objective. I’d like to begin by words of J. Bush. He claimed: “We fight, as we always fight, for a just peace—a peace that favours liberty . We will preserve the peace by building good relations among the great powers. And we will extend the peace by encouraging free and open societies on every continent." Obviously, the words of J. Bush are not just empty rhetoric. The role that The US voluntary plays is concrete and determinant. The American officials state: “America is a Nation of war. We face a diverse set of security challenges.” The United States enjoys a position of unrivalled military strength and great economic and political influence. In keeping with the heritage and principles of the US, it is predicated that the US does not use its strength to press for unilateral advantage, but contrary seeks to create a balance of power; The US defends the peace by fighting terrorists and tyrants. It’s said: “We will preserve the peace by building good relations among the great powers. We will extend the peace by encouraging free and open societies on every continent.” The US claims that it uses its position to built a safer, better world that favours humans freedom, democracy, and free enterprise. Defending American’s Nation against its enemies is the first and fundamental commitment of the Federal Government. The Department of Defence is implementing the President’s commitment to the forward defence of freedom as articulated in The National Security Strategy. This National Defence Strategy outlines the approach the US to dealing with challengers it likely confronts, not just those the States is current best prepared to meet. For this purpose the strategy of national security was established and developed. Now the US are menaced less by fleets and armies than by catastrophic technologies in the hands of the embittered few. Terrorists are organized to penetrate open societies and to turn the power of modern technologies against such countries as the USA. The Strategy of the National Security of the United States is built on common interests to promote global security in order to make the USA and the whole world a safe place to live. “Our security and that of our international partners is based on common commitments to peace, freedom, and economic opportunity.” For most of the twentieth century, the world was divided by a great struggle over ideas: destructive totalitarian visions versus freedom and equality. Of course, the great strength of the American’s nation is used to promote a balance of power that favours freedom, equality and order. Because only those nations that share a commitment to protecting basic human rights and guaranteeing political and economic freedom are able to unleash (paleisti) the potential of their people and assure their future prosperity. That was official view, now the critical one. So, in mid-March 2005, the Pentagon released a major document, entitled The National Defence Strategy of the USA. Whereas the pre-emptive war doctrine envisages military action as a means of "self defence" against countries categorized as "hostile" to the US, the new Pentagon doctrine envisages the possibility of military intervention against countries which do not visibly constitute a threat to the security of the American homeland. But is it a realistic belief that the US has a plenty of enemies, because some parts of the President’s addresses sounds like the quotations of the speeches of for ex. the Russian dictators. The United States military last year [2005] was larger than the next 25 countries put together. Those 25 countries is thought to be “unstable countries” recourses of danger. More over, European defence spending is declining, American is rising. In about five years, the United States will be spending more money than the rest of the world put together on defence. Maybe it’s the outcome of a painful experience in 2001, or a politics of the US which main goal is to be the leader country in the world. This military blueprint outlines the contours of a project of global military hegemony. It is predicated on a massive increase in defence spending. The underlying objective consists in overshadowing, in terms of defence outlays, any other nation on earth including America's European allies. Moreover, in addition to its own defence outlays, Washington indirectly, through the provision of US military aid, keeps an eye on the defence budgets of a large number of pro-US regimes, throughout the World. Israel receives close to $2.2 billion of US military aid. The USA today accounts for 40 to 50 per cent of global defence spending. In every sphere of warfare the US now has clear preponderance over other powers. In spite of yet mentioned facts, the consolidated military aid to "friends and allies", (e.g. Pakistan, Egypt, Saudi Arabia, Philippines, Indonesia, etc), under various bilateral and multilateral agreements, not to mention the partnership for peace initiative, is substantial. Credits to foreign governments to buy US weapons and equipment is nearly five billion dollars. In conclusion, I’d like to leave a question: “Will a total militarization create a safer world to live with the USA ahead?
