Organizational innovativeness has been a central topic of inquiry in multiple disciplines, including management, strategy, entrepreneurship, political science, and marketing. This chapter integrates research pertaining to organizational innovativeness from these disciplines and discusses the antecedents to, characteristics of, and outcomes of innovativeness as studied under WP3, both quantitatively and qualitatively. In so doing, the document develops a nomological network of public sector innovativeness.
Organizational innovativeness has been studied in many disciplines (e.g., management/strategy, entrepreneurship, political science, and marketing). Yet, scientific knowledge has been mostly limited to the private sector. Additionally, most inquiries have been confined to the specific disciplines within which they have been conducted, accounting for cross-disciplinary perspectives. This chapter provides a review of a three-layer model of organizational innovativeness, applicable mainly but not exclusively for the public sector, and represents the work done by the PUBLIN WP3 (work-package) research team.
The purpose of WP3 was to develop a theoretical and methodological framework for the study of innovation in the public sector in nine European countries that participated in the project: Ireland, Israel, Lithuania, Netherlands, Norway, Slovakia, Spain, Sweden and the United Kingdom (UK).
It also aimed at reaching an understanding of patterns of innovation that are underused today, and at increasing the collaboration between governments, their operative-administrative branched, the citizens (also referred to, as "end-users") and the business/private sector. In this chapter, we highlight the main characteristics of WP3 model, which is composed of three distinct research sections of the researched perceptions: (1) a quantitative examination of managers and frontline employees, (2) a quantitative examination of end-users, (3) a qualitative examination of top managers and other frontline employees. The goal of this model is to suggest possible antecedents to, characteristics of, and outcomes of organizational innovativeness in the public sector.
