Lithuania is located at the western end of the East European Plain, on the shores of the Baltic Sea. It borders Latvia to north, Belarus to the East and South, and Southwest Poland, and the Russian Federation. Lithuania extends 373 kilometres from East to West and 276 from North to South, and is 65301 km3. This makes Lithuania the biggest of the three Baltic States with capital Vilnius. The geographical centre of Europe lies in Lithuania, 20 kilometres north of Vilnius. The average height above sea level is 99 metres, with the highest point being Juozapine Hill (293.6) in Southeast Lithuania. There are 758 rivers, the longest river is Nemunas at 937 km. The country boats more than 2800 lakes covering 1.5 of the country’s area.
European Union policy is responsible for security of energy supplies and the protection of he environment. the energy area consists of rules and policies ,notably regarding competition and state aids the internal energy market nuclear energy and energy efficiency.
Regarding security of supply, and in particular oil stocks, framework and implementing legislation is in place in Lithuania. The administrative capacity required has been establishes-the Lithuanian. Oil Product Agency and a group within the Ministry of Economy ,but these need to further confirm themselves in their role. Transitional arrangements for the implementation of the obligation to maintain 90days of oil stocks Lithuania has been granted until 31th of December of 2009.
Competitiveness and the internal energy market (electricity and gas).
Market opening in the gas and electricity sectors takes place in line with the commitments made in the negotiations. Presently 26% of the electricity market and 80% of the gas market are open for competition Lithuania should transpose the directives in line with the timetable.
