The succession management initiative had virtually no direct costs. Funds were made available to copy all sample forms that were distributed at information sessions. Human resources staff conducted all information and training sessions with employees. One reason Ahema County was able to implement this initiative with no operating budget is because a foundation for the succession management initiative was already in place. The Leadership Development Program (LDP) was developed several years earlier. The LDP's objectives are to: 1) develop a pool of highly versatile leaders who are instrumental to the county's attainment of its goals in economic development, financial management, quality of life and in all other areas in which the county determines to excel, and 2) equip Ahema leaders of today and tomorrow with the broad competencies needed for anticipating and responding to change and growth.
The LDP has well-developed competencies that are the foundation of all development efforts of county managers. In addition, the LDP offers an average of 40 courses each year for supervisors including such topics of "Knowledge Management: The Human Factor," "Accountability that Works," "Courage Leadership: What is Your CQ?," "Managing During Change and Crisis," "Leader as Facilitator," and "Coaching for Successful Performance," to name just a few. The program is voluntary, yet approximately one-third of all county managers and supervisors are participants in the LDP In addition, three advisors work one-on-one with LDP participants to guide them through their own development process and help them achieve their leadership goals.
The county manager's support and promotion of the Leadership Development Program allowed the human resources department to hire leadership trainers, outside leadership vendors, leadership coaches, and to purchase resources, assessment instruments, and other requirements of the program.
