 • First of all, addiction is a medical condition—a treatable brain disorder—not a character flaw or a form of social deviance. Imprisonment, whether for drug or other offenses, actually leads to much higher risk of drug overdose upon release. More than half of people in prison have an untreated substance use disorder, and illicit drug and medication use typically greatly increases following a period of imprisonment. Statistics: By statistics of pew charitable trusts organization, more than three decades ago Congress responded to the rise of crack cocaine by requiring that more drug offenders go to prison and stay there longer. Although the share of inmates who are drug offenders has declined from its peak of 61 percent in 1994, it was still nearly 50 percent in 2015. The rate of drug offenders who leave prison and are placed on community supervision but commit new crimes, for example muggings, burglaries, attempt murders or violate the conditions of their release has been roughly one third for more than three decades.
