Our dogs are our enemies

Are dogs in Lithuania so dangerous that we need police to defend us from these vicious animals? Quite often Lithuanian newspapers write horrible stories about the dog attacks. People are attacked by dogs that are running without their owner’s supervision or sometimes even in front of their owners. This situation creates alienation between the dog owners and society. It seems that the animal known throughout the world as the best friend of the man has become his worst enemy in Lithuania. The public is pressuring the government to pass “draconian” laws against the dog owners. The majority of towns have passed local laws that forbid walking with unleashed dogs. In some towns muzzle is required for every dog. There are several possible solutions for this problem that can be divided into two groups: punitive and educational. The punitive solutions would forbid owning aggressive breeds of dogs; muzzle and leash would be compulsory for every dog and the owner of the dog that wounded someone would have to pay huge fines. The educational solutions would include promotion of friendly dog breeds and training programs for the dogs and their owners.
What is happening in Lithuania? A dog, the first animal domesticated by man that followed humanity for millennia now is considered a threat. I spent the last summer in England and I saw that despite the huge number of dogs the English do not have such problems with dogs as Lithuanians do. Dogs freely run in the English parks without leashes or muzzles and they never attack people. Even more, none of these dogs even bark at anyone. In Lithuania, a situation is different.
