Monologue about criminals

Today I am going to speak about criminals and the main reasons why they perform illegal actions.
One French moralist once said: “Poverty may be the mother of crime, but lack of good sense is the father.” In my opinion it clearly explains why some people misbehave – things like poor economic situation can push a person to commit crimes, but the main factor in this situation is person’s matureness and moral values.
My first argument which supports this idea is that there is a huge number of minors criminals. Most people under 18 do not have a strong value base or enough life experience, so if they are surrounded by wrong environment, it can give them bad influence. Usually, teenagers are responsible for small crimes, such as shoplifting, petty theft, vandalism, internet fraud which are easy to get away with. Minors know that they can not be punished with prison term and community service, or house arrest does not sound so serious, so their immature...
