You do not need to change the tense if the reporting verb is in the present, or if the original statement was about something that is still true, e.g.
She told me that Brasilia is the capital city of Brazil.
These modal verbs do not change in reported speech:
might, could, would, should, ought , needn’t, had better;
mustn’t, can’t (logical conclusion)
We explained, "It could be difficult to find our house." = We explained that it could be difficult to find our house.

Direct Speech vs Reported Speech (changes)
DIRECT SPEECH
REPORTED (INDIRECT) SPEECH
• We keep the verb tense the same in the quotations.
e.g. He said, “I never eat meat.”
• Normally, we change the verb tense when using indirect speech.
e.g. He said that he never ate meat.
He said, “I like my new house.”
• Pronouns and possessive adjectives usually change from first or second to third person:
– He said he liked his new house.
e.g. “I saw her yesterday,” he said.
• We also change expressions of time and place:
e.g. He said he had seen her the day before.

The purpose of this report, is to suggest ways how to help people with problems.
It would be a good idea to step up security. To guard entry points and patrol school grounds regulary. This will help keep unauthorised visitors out.
Another idea is to set up telephone help lines. Then studens can speak to someone in confidence. They will receive advice, for...

Reports about Belgium

The Town Hall was constructed between 1561 and 1564 for famous architect Cornelis de Vriendt. It is in the Flemish-Italian Renaissance style, also known as the Floris style.
Antwerp had made plans at the beginning of the 16th century to build a new town hall in Gothic style. But only twenty years later fashion had changed. The Gothic style was out and Renaissance style had become the new fashion.
F.Braudel states that Antwerp became "the center of the entire international economy—something Bruges had never been even at its height." (Braudel 1985 p. 143.) Antwerp's "Golden Age" is tightly linked to the "Age of Exploration". Over the first half of the 16th century Antwerp grew to become the second largest European city north of the Alps by 1560.
In 1560, the magistrate decided to build a city hall on the wide western side of the Grote Markt Square. Moreover, there had to be shops on the ground floor. The rent money was expected to help the city recover from building costs.
The decoration was supposed to show people of Antwerp and the higher authorities as well.
The City Hall has three floors. The middle riselite has five and splits up the facade into two equal parts. It has a small bell tower at the top.
The interior of this city hall can take you to tree centuries in time: it is 16 century, 19 century and academic art.
The Leys Hall is a very impressive room. Because the main complements used for the creation this room are marble, wood and big imagination for the famous painter.
The wedding hall is the largest room in the city hall. This is not a coincidence, because it was designed to be used for the reception of kings and governors. In 1880-1884 the Wedding room was used for weddings. The City commissioned V....
